 ICAO has announced the first ever Secretary General from China

The council of the International Civil Aviation Organization (ICAO) appointed Dr. Fang Liu (China) as Secretary General of the organization to succeed Mr. Raymond Benjamin whose term of office expires on 31 July 2015. Dr.Fang Liu is the first ever Secretary General from China.

Dr. Fang Liu is the directer of international Affairs Division, Department of International Affairs and cooperation, General Administration of Civil Aviation of China (CAAC). She joined the CAAC in 1987. After being an counsel of CAAC legal Affairs Division for two years, she has been working in CAAC’s International Affairs Division until now. She participated in many bilateral air consultations between China and foreign countries, developed the draft model of China’s bilateral air services agreement, formulated international air transport policy and regulations of China, and dealt with Hong Kong and Macao’s aviation affairs related to international organizations and third countries. She is also in charge of China’s multilateral relations between China and international or regional organizations, such as ICAO, WTO, APEC, EU, ASEAN, etc.. As a member of the Chinese delegation, she attended many international conferences of ICAO and APEC. She was elected as chairwoman of the Air Services Group of the Asia Pacific Economic  Cooperation (APEC) and nominated by China as a member of the Air Transport Regulation Panel of ICAO and expert on Mediation of Dispute Resolution of ICAO in 2004. She published some articles and gave lectures on international air transport regulation and air law. She is Director of Air Law Institute of China. She has Ph.D degree in law from Wuhan University of China, specializing in international law and LL.M degree from Leiden University of the Netherlands, majoring in air and space law.
